I have created multiple rules with two then conditions:
1. move to a folder
2. mark message as read

The first action is executed (functioning as expected). However, all rules fail to execute the second action. What should I do to ensure the second action is also executed?

Hello to me it is the case that I only have the first rule (move to folder) and the mails are then moved and automatically marked as read. I don't want that because the mails have not yet been read by me. So as a second rule I mark mails as unread. So it probably helps to simply omit the rule "Mark as read".
